Chifuyu is the vice-captain of Toman's 1st division and Baji's friend. Chifuyu and Baji met at school, as Chifuyu was an aspiring delinquent who terrorized other thugs at his school and wanted to get to the top. Chifuyu's confidants pointed him to Baji, who was also a famous thug, after which Chifuyu wanted to meet him. When Chifuyu meets Baji in his classroom, he is dressed as a nerd who tries very hard to learn the school material. This is because Baji's grades are quite bad and from now on he doesn't want to worry his mother with his bad grades, but wants to write good grades. When Chifuyu enters the room, Baji is just despairing of reading a word in a book, whereupon Chifuyu points out to him how to read it correctly. They start talking to each other instead of Chifuyu challenging Baji to a fight. The two become friends and later, while Chifuyu is on his way home being attacked by thugs he has angered, Baji steps in to help him. From then on, they are an inseparable duo, which also results in Chifuyu becoming Baji's vice commander. Chifuyu admires Baji extremely and is not angry when he beats him up and asks Takemichi if Baji is not the coolest of them all. Chifuyu also seems to enjoy reading shoujo manga.

After Baji dies in Chifuyu's arms in the Bloody Halloween fight between Toman and Valhalla, Takemichi and Chifuyu team up. Takemichi informs Chifuyu about his time travels and asks him for help. Chifuyu immediately believes him and promises his support. From then on, Takemichi no longer acts on his own, but always has Chifuyu's backing. When Takemichi is appointed as the new commander of Toman's first division, Chifuyu immediately offers himself as vice commander because he likes Takemichi and Baji has shown great trust in Takemichi, which is one of the factors why Takemichi is given this position. In a future Chifuyu and Takemichi rise to important positions of the future Toman, however, it turns out that Chifuyu betrays this Toman as revenge against Kisaki, who is also in an important position and is responsible for Baji's death. Kisaki pretends to want to reconcile with the two, but this turns out to be a lie, resulting in Chifuyu being shot in front of Takemichi. This tempts him to make another time jump to reschedule their procedure to secure Toman. In one of Takemichi's final attempts, he does not involve Chifuyu in order not to endanger him, but this is unsuccessful. Chifuyu finds this out and is initially upset with Takemichi since they are partners. Nevertheless, he forgives him and teams up with him one last time to save the future, as they build a new gang to defeat Mikey and his newly formed Kanto Manji Gang. (After Takemichi had also let the others in on his time resiencies, Mikey decided to disband Toman, since Toman seemed to be heading for the worse either way, only to form a new gang afterwards without involving the others).(Source: NinskiBobinski)
